Other then this being the cause slow rpm is usually a rich fuel/air mix you can check if this is the case by either removing the air filter or disconnecting the intake hose from the carburetor and seeing if the rpm increases. Sounds like you have done all the usual things that we would suggest to get the mower going, The fact that it fired up suggests that there is enough compression & spark which really only leaves and fuel/air mix issue.
